Universal Branch Building Program: Basic Assumptions

The following are assumptions on which the development of the Universal Branch Program is based:
- The Libraries for All building program is an opportunity to explore new and better ways to deliver services, organize workload and enhance user convenience. While these innovations may be implemented initially in our new libraries, it is expected that some will have broader application and will lead to the development of new policies, systems and service systemwide.
- The Branch Universal Program will be developed by a committee of representative staff and will reflect systemwide staff input.
- The Branch Universal Program represents a prototype for all of the branch libraries. Individual spaces are further defined based on the overall square footage of the building.
- The Branch Universal Program will be used to develop new branch libraries and will elaborate broad goals for branches to be remodeled.
- The Branch Unviersal Program defines and delineates functions. A separate and complementary effort to define standards for workstations, finishes, security, etc. will take place, with staff input.
- New libraries will be designed and built to meet the highest standards in terms of design, construction, and utility.
- New libraries will be easy to understand, easy to use, and easy to navigate.
- New libraries should offer a "high touch" environment where a user is welcomed, helped and supported with personal and personalized service. Whenever possible, upon entering the new libraries, users will first see information/ service desk occupied by library staff.
- New libraries should offer a "high tech" environment where technology is used to the maximum extent possible for service to our users and our staff. Technology, however, is not an end in itself, but rather a tool to appropriately support user and staff activity.
- New libraries should support systems and efficiencies in the handling of materials. A goal should be the handling of items with the most convenience, the fewest number of times.
- New libraries should be designed to support the principles of ergonomics in all public and staff areas.
- The Branch Program should honor commitments made to the community during the Libraries for All campaign.
- In an effort to ensure that we have adequate space in our new libraries, projections have been made to account for possible changes in collection size, future staffing and future technology needs.
