DRAFT RESOLUTION,  City Council


A RESOLUTION expressing the City Council’s preliminary determination to use an alternative public works contracting procedure for the design and construction of the Central Library.

WHEREAS, the City Council by Ordinance 119019 on May 26, 1998, submitted to the voters for approval a proposition to authorize bonded indebtedness, to be repaid from excess property taxes, to acquire, design, construct, renovate, improve, and equip library facilities as described in that ordinance, including the Central Library, and by Ordinance 119020 on May 26, 1998, authorized the issuance and sale of limited tax general obligation bonds for the costs of constructing a parking garage in the new central library if the voters approved the issuance of the library facilities bonds; and

WHEREAS, on November 3, 1998, the voters approved Proposition 1, for funding for library improvements, including the replacement of the Central Library; and

WHEREAS, R.C.W. 39.10 establishes the requirements for public agency use of alternative public works contracting procedures for certain major public projects meeting certain specific conditions; and

WHEREAS, the Central Library project appears to meet the requirements for use of the General Contractor/Construction Manager contracting procedure, in that the involvement of the general contractor/construction manager during the design stage is critical to the success of the project;

NOW, THEREFORE

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SEATTLE, THE MAYOR CONCURRING, THAT:

Section 1. The City of Seattle establishes its preliminary determination and intent that an alternative public works contracting procedure, namely the General Contractor/Construction Manager (GC/CM) alternative authorized by R.C.W. 39.10.060, be utilized for the design and construction of the Central Library.

Section 2. The City Librarian is hereby authorized and directed to carry out the public notification and review procedures specified in R.C.W. 39.10.030 to ensure adequate notification and opportunity for public review and comment on the City’s preliminary determination to utilize the GC/CM alternative contracting procedure for the Central Library, and to report back to the City Council the results of the public review process prior to the City Council making a final determination on the use of GC/CM for this project.
