BOARD OF TRUSTEES
RESOLUTION ________


A RESOLUTION amending the Resolution of November 24, 1998, to add residency requirements for members of the Citizen Implementation Review Panel (CIRP) and to specify attendance standards for CIRP members.

WHEREAS, by resolution adopted on November 24, 1998, the Seattle Public Library Board of Trustees provided for the creation of the Citizen Implementation Review Panel (CIRP) to assist it in obtaining community input while implementing the Libraries for All capital plan; and

WHEREAS, some of the original members of CIRP have relocated their residences outside Seattle, and others have not attended CIRP meetings regularly, thereby hindering the work of CIRP; and

WHEREAS, CIRP has, by motion, asked the Seattle Public Library Board of Trustees to add rules for continued membership in CIRP to address these two concerns; Now therefore,

BE IT RESOLVED BY THE SEATTLE PUBLIC LIBRARY BOARD OF TRUSTEES:

Section 1. New subsections K and J are added to Section 1 of the November 24, 1998, Resolution of the Seattle Public Library Board of Trustees as follows:

K. Residency in the City of Seattle is a requirement for appointment to and continued membership on the Panel.

J. Any member of the Panel who, without good cause, misses more than three (3) consecutive meetings, or more than five (5) meetings in any twelve consecutive months, shall be subject to removal from the Panel.
Section 2. The Panel is requested to inform the Seattle Public Library Board of Trustees whenever any of its members has relocated his or her residence outside the City of Seattle so that the Board may take action to remove that person from the Panel and seek appointment of a qualified new member. The Panel is also requested to inform the Seattle Public Library Board of Trustees whenever a member has missed more than three (3) consecutive meetings, or more than five (5) meetings in any twelve consecutive months, and make a recommendation for Board action, so that the Seattle Public Library Board of Trustees may take action if appropriate to remove that person from the Panel and seek appointment of a qualified new member.
