To: Community Organizations, Neighborhood Planning Groups, Friends of the Library, and Citizens

You are invited to submit an application for a position on the Citizen Implementation Review Panel. This body was established by unanimous votes of the Seattle City Council and the Seattle Library Board to oversee the spending of approximately $235 million in public and private funds to build and renovate Seattle libraries.

The Citizen Implementation Review Panel is being called CHIRP for short, because it is like a bird that warns of potential problems ahead. But the CHIRP is more than just a monitoring organization. It will:

  • Make specific recommendations on the spending of a $6 million Opportunity
    Fund for libraries in underserved areas of Seattle;
  • Review (in cooperation with citizens near each of the 25 neighborhood libraries)
    possible design issues related to the construction of new library facilities;
  • Submit legislation directly the City Council, if necessary, to resolve issues that arise.

If you are interested, you should attend an Informational Meeting on Jan. 11. At this meeting, City Librarian Deborah Jacobs will describe the Libraries for All plan and answer any questions:

The Libraries for All capital plan, passed by the voters, established specific dollar amounts that are budgeted for a new central library and 25 new and improved neighborhood libraries. The Resolution established by the Seattle Library Board reaffirms the Library’s commitment to an open public process and enhanced financial reporting in the implementation of the Libraries for All capital plan, and establishes the Citizen Implementation Review Panel.

You should obtain an information packet by calling 206-386-4101 prior to Jan. 11, 1999. This information packet will contain a summary and the full text of the Seattle Public Library Board Resolution dated November 24, 1998. This legislation created the review panel and set up strict financial reporting requirements for the library plan.

If you wish to apply, you must postmark your application no later than Jan. 22, 1999. There is no application form. Applications consist of a one-page letter and a one- or two-page résumé.
