PROJECT DESCRIPTION: This project consists of the following elements of work: Remodel and expand the Lake City Branch. Construct the Lake City Neighborhood Service Center on the second floor of the branch expansion. Construct a 62-car underground parking garage topped by a public plaza. Remodel and expand Albert Davis Park.

ESTIMATE: The Owner’s estimate for this project is $5,590,000.

BID SUBMITTAL: Sealed bids will be received for this project by the Contracting Services Division of the City of Seattle, Department of Executive Administration, at its office in the Key Tower, Suite 4112, P.O. Box 94687, 700 Fifth Ave., Seattle, WA 98124 only up to 2 p.m. Wednesday, Jan. 21, 2004, after which time bids will be publicly opened and summarily read.

Bids received after 2 p.m. will not be accepted or read.

PRE-BID SITE INSPECTION: A mandatory pre-bid site inspection will be held at 10 a.m. Tuesday, Dec. 16, 2003, at the Lake City Neighborhood Service Center, 12707 30th Ave. N.E., meeting room. No bid will be accepted from any bidder who does not attend the mandatory pre-bid meeting.

Bid Documents can also be sent to locations in Seattle and Bellevue for C.O.D. pick-up.

If you wish to pick-up the bid documents from any location you must first fax or e-mail a request to Ford Graphics (Tacoma) Attn: Bid Services.

Upon a refundable deposit of $250, partial sets available for purchase.

VIEWING BID DOCUMENTS: A copy of the Drawings and Project Manual may be viewed at the office of the City's Contracting Services Division. Drawings and Project Manuals are also on file at the following plan centers: Reed Construction Data, Kirkland; Construction Data Plan Center, Seattle.

BID GUARANTY: No bid will be considered unless accompanied by a surety company bid bond, or a certified or cashier's check payable to the order of The City of Seattle for a sum not less than 5 percent (5%) of the total amount of the bid.

EQUAL BENEFITS REQUIREMENTS: The Contractor will be required to make benefits available to its employees with domestic partners on the same basis as the Contractor makes benefits to its employees with spouses.

INSURANCE: The Contractor will be required to provide evidence of insurance prior to contract execution. The Project Manual contains the insurance requirements established for this project unless modified through an addendum.

BIDDER/SUBCONTRACTOR LIST: The bidder is required to submit the completed Bidder/Subcontractor List either with the bid or within one hour of the required bid submittal time.

APPRENTICE UTILIZATION REQUIREMENTS: The contractor will be required to utilize 15 percent of the total labor hours on this project with apprentices registered in a training program approved by the state of Washington.

The Owner reserves the right to reject any and all bids.
